Laura A. Breisch

Laura A. Breisch is a strategic healthcare executive with more than 20 years of experience leading Medicare Advantage, ACA Risk Adjustment, STARS, HEDIS, and Value-Based Care transformation initiatives. She has built and scaled national risk adjustment and quality programs across health plans, provider organizations, and vendor partners, consistently driving measurable revenue growth, performance improvement, and regulatory excellence.

Most recently serving as Vice President of Risk Adjustment Quality Operations at Datavant, Laura oversaw large-scale coding and quality operations supporting multimillion-dollar clients and more than $300M in annual revenue impact. She partnered closely with product, data science, and executive leadership to enhance AI-driven coding platforms, strengthen compliance, and deliver audit-ready performance. Throughout her career, she has led teams ranging from regional programs to national operations exceeding 100+ staff and thousands of offshore coders.

Previously, as Vice President of Value Capture at Oscar Health, Laura built the organization’s national Risk Adjustment and STARS infrastructure from the ground up, overseeing more than $800M in annual transfer payments. At Health First Health Plans, an integrated delivery network, she led enterprise-wide Risk Adjustment and STARS programs accountable for $250M+ in annual revenue and implemented comprehensive STARS and risk adjustment initiatives across the organization.

Laura is recognized for her ability to translate complex regulatory and financial frameworks into clear, actionable strategies for executives, boards, providers, and frontline teams. Her leadership spans RADV readiness, CMS audits, provider engagement, vendor strategy, and performance analytics.

She holds a Bachelor of Science in Business from Marquette University and an MBA from Florida Institute of Technology.
