
Subbu Ramalingam
Managing Director
Subbu Ramalingam leads ATTAC’s Risk Adjustment and Stars/Quality practice. Subbu has more than 20 years of experience driving growth, value, and results in healthcare, technology, and financial services. Throughout his career, Subbu has held leadership roles in national and regional payer organizations, as well as technology/consulting companies.
Most recently, he was the Vice President of Quality, Stars, and Risk Adjustment at CareFirst Blue Cross. With extensive experience in overseeing multi-million-dollar budgets and overseeing large teams, Subbu has achieved exceptional returns on investment for risk adjustment and quality programs. He has also built and matured organizations for Medicaid, Medicare/Dual Eligible, and commercial plans, positioning them as market leaders.
He has led organizations to achieve Medicare STAR ratings of up to 4.5 stars under his direction and delivered consistent year-over-year improvements of 0.5 stars across multiple types of Medicare Advantage contracts (Dual SNP, Employer Group, and MA). He has led organizations in achieving NCQA Health Equity and Quality Accreditation across all markets and in transforming Medicaid Quality & Risk Adjustment performance. Most notably at CareFirst, he transformed the Medicaid plan from being #8 to #2 in the state on select quality measures and drove 10-15% YOY improvement in Risk Adjustment outcomes in Medicare.
In his role as Senior Director of Customer Success at Veradigm, Subbu and his team led large Payor and IPA organizations to measurable impact on RAF (Up to 15% YOY improvement in RAF) using both a consultative approach and scaling/refining data analytics and interventions. Prior to a healthcare career, Subbu was part of one of the largest global data transformation projects at JPMorgan Chase and helped Barclays Bank launch 10 new credit card products.
He earned his Master’s in Computer Applications and has a Bachelor of Science in Physics. He is a lifelong learner and holds certifications/courses in Population Health Management from the Johns Hopkins Bloomberg School of Public Health and Executive Programs from the Wharton School of Business. He has a podcast, The HealthCare STAR Cast, where he discusses timely and relevant topics in healthcare. Subbu serves as a leader in global non-profit organizations, specifically those focused on healthcare causes such as stress reduction and improving heart health for children.
