On July 21, the Centers for Medicare and Medicaid Services (CMS) released the nationally standardized Home and Community-Based Services (HCBS) quality measure set. This is a voluntary quality measure set to support states in their efforts to promote health equality among those with disabilities and older adults enrolled in Medicaid who need long-term services and support (LTSS).  

The quality measure set is intended to: 

  • Promote consistent quality measurement within and across state Medicaid HCBS programs 
  • Provide insight into the quality of the HCBS programs 
  • Enable states to measure and improve health outcomes for Medicaid enrollees utilizing LTSS 

CMS intends to reduce health disparities and increase access to high-quality services in the community for Medicaid enrollees with disabilities, chronic illness and other factors. Potentially, this could impact more than seven million Medicaid enrollees, including children, non-elderly adults, and older adults who receive HCBS. Besides the states, stakeholders for the quality measure set include providers, health plans and community partners. CMS aims to achieve greater equality in access to care with the support of all stakeholders.
